Yes, a vehicle can be seized.

When you are served by the sheriff, you'll also receive notice on how to claim exemptions (protections) for some of your property.
Time is of the essence, as OR law allows you a mere 14 days to take that route.

You might want to discuss bankruptcy with a local attorney.
The filing of a bankruptcy action offers one the protection of a federal court restraining order.
