rights of legal guardian over adult child

Does the legal guardian of a a mentally disabled adult daughter have the right to forbid visits with her husband who is the father of her child over which the guardian has custody?
 
The father needs to go to court to get visitation for the child. Unless there is something in writing from the courts then the guardian does not have to allow visits unfortunately.

Was the father and this woman ever married? Was paternity established?
