Resident's Visitor

I work for an apartment complex, and I have a resident that has a visitor that continually causes disturbances on the property. What can I do? I called the police and they say that they can not CT them from the property, because they have been invited onto the property.

Send a notice to the resident that if his/her visitor continues to show up and cause a disturbance, you may consider beginning the eviction process on the resident.

The reason the police gave about not removing a disrupting stranger because "they had been invited on the property" is really pathetic.
