Parenting Plan question

Recently all parties involved came to a settlement regarding the residential scheduling of my two nieces. On the "Schedule for Holidays" section it lists the holidays and which year the children will be with which parent.(odd/even/every) Below that list it states; "For purposes of this parenting plan, a holiday shall begin and end as follows (set forth times):
Before the first phase of visitation is completed from 11:00 a.m. to 2:00 p.m.
After the first phase of visitation is complete from 10:00 a.m. to 6:00 p.m. (except the July 4th holiday which shall begin at 6:00 p.m. on.........
My question is, what is the "first phase" of visitation? How long is the "first phase"? When will the "first phase" be over? And will there be a second phase?
Thank you in advance to anyone who can explain this to me.
 
You read through the ENTIRE document and nowhere is the time frame of the first "phase" mentioned? I'd check again.

I suspect it has to do with a certain period of time of shorter visits because of
1. The age of the kids or
2. A long separation between the kids and the visiting parent, to get reacquainted
