landlord holding security deposit for carpets and paint that is not damaged

Landlord insisting it is his right to charge for redecorating even though the walls and carpets have no stains or dirt and still look brand new. It is NOT listed in our lease that we would have to pay for anything that has not been damaged but he still wants to charge us. I am planning on photographing everything when we move to prove everything is immaculate, can he still do this?
 
He can try. It is a good idea to document via pictures the shape of the rental at move out. This would be good evidence should this come to a court case on the issue of normal wear and tear versus damages.
