Is there a provider of an independent and impartial mechanism of resolving disputes outside of the courts' system, filed by customers against cryptocurrency services providers authorised by the New Jersey financial services regulator?

You might need to address your concerns to a lawyer licensed in Poland.
 
Not likely. If they were regulated brokers, you could make a FINRA claim (in fact, your contract with them likely requires you try arbitration first). However, it is doubtful that these "providers" are so regulated.

As such, you can try to see if the "provider" will submit to an arbitration but that's highly unlikely to happen.
