Garnishiment notice based on tax refund

I have been unemployed since 2009. I made as many payments on my credit card debt as I could but that ended September 2009 when I ran out of savings. My unemployment benefit soon ended too. My mom who lives with me because neither of us could afford to live on our own . At about the same time my mother was diagnosed with non-Hodgkins Lymphoma. She went through 2 rounds of chemotherapy. She is doing somewhat well but still has doctors appointments and tests. By mid-summer in 2012I had a psychotic break and went through several hospitalizations. I was diagnosed with Bi-Polar Disorder, Major Depression Recurrent, PTSD and Anxiety Disorder. In late 2012 I started receiving SSDI then recently regular Social Security. Because I did not file income taxes because I had no income except the Social Security ( about $11,000) I started receiving phone calls at all times of the day and was taken to court twice for different credit issues. Yesterday I received a legal looking document which indicated that they were going to garnishee my income tax refunds.I don't have income except Social Security. Can they do that.Am I going to jail? How should I respond?

First check with the court and see if what appears to be authentic is indeed, authentic.

Generally SSDI benefits are exempt from attachments, with a few exceptions.
