Ex was suppose to refiance home

My ex was awarded our home in the divorce decree, he hasn't refinance as it stated. He's dragging it out. No equity in home. He states he can't refinance since the house depreciated and is upside down. His credit may be bad? What legal action can be taken now?

He pays the payments, and no damage has been done at this point.
