Do I Go Through The Attorney That Wrote The Will ?

Sixteen years has passed and the Successor Trustee Still hasn't done not one thing.
The bills are still in my mothers name , the property is still in my mothers name.

According to the will I'm nominated next to take over if the Trustee before me fails to carry out their obligations.

What my question is, do I take this matter to the Attorney that wrote the will or do I go to some sort of official and file? I just need to be pointed in the right direction..
