Dealer is refusing to turn over title

Hi everyone 1st time posting I have purchased a used vehicle from a dealership, and yes I am going to take him to SCC, what is the penalty for a dealer to refuse to turn over title. Its been 3 months

Losing his dealer license and fines- Call your local Motor Vehicle Enforcement Division and let them know I bet he is not paying sales tax on those cars and the city loves to hear about that!
