Arrest, Search, Seizure, Warrant cops made up proable cause

my friend was arrested,pulled over because the cops said the lisence plates did not belong to the car he was driving (they said the plates were for a honda ,he was driving a ford)the car was impounded,the police impound paper(filled out that night )clearly states the plates and the vin both came back clear and belonging to the car he was driving.They(cops) even put the name and address of the registered owner right there in the report. There was no probale cause,they made up the probable cause.Can the police paper work filled out by the cops at the same time as the arrest report, be used to impeach the cops statement?
 
This is really pretty easy to handle. All you need is the vehicle registration card. It should have the vehicle year, make, and model, along with the VIN and the tag number issued for the vehicle on it. It will also prove that the tag was valid for that vehicle at the time of the traffic stop. If you have picked up the vehicle from the impound yard the receipt the give you should also include a copy off the information that the officer wrote that night. This should clear up any citations that where written by the officer.

Once you have had any citations thrown out of court you should file a complaint with the agency that the officer works for. This may include you going to the departments internal affairs department and giving a verbal, and written statement along with any copies of the same information. This may not get you anything but it will start an investigation on the officer. This may help keep the same thing from happening from another person in the future.
