Am I required to give my paid vendors a 1090.

Am I supposed to give my vendors a 1090? I have a freelance photographer, freelance graphic designer, and freelance editor. I didn't pay them a whole lot. But if I am supposed to give vendors a 1090, does anyone know the amount, that if paid, vendors should recieve a 1090? Thanks.
