I have filed this writ to overturn a decision made my the Adminstrative review board for a hardship license and it has been going on for 7 1/2 months!! Now they want an Order to Show Cause for not filing right. Where can I get advise or resources for this mess?

You're in way over your head.
Most lawyers have never filed certs.
I suggest you research online.
You can try to Google administrative procedure, appellate relief in civil litigation for Florida.
Otherwise, if this is very important to you, hire a lawyer.
This is far too complex to try and advise you over the internet.
