Would this be considered blackmail?

    I have a 10 month old son who I had informed his biological father that I needed help supporting him. He wants nothing to do with my son but I told him I was going to the child support office. He sent me an (what I call threatening) email saying he would turn me on something I didn't do in the first place if I did pursue this. Would this be considered blackmail? Also, would he have to pay back child support? Thanks!
