Why would the court not close an estate & keep it open for so long? What could the reasons be?

Why would the court not close an estate & keep it open for so long? What could the reasons be?

There could be many reasons, or just a couple.
Simply a clerical error, for starters.
Another might be the court is looking everywhere for heirs.
Corruption could be at play, if so, the court is not very good at stealing because not settling the estate draws attention to the alleged misdeeds.

Without closer scrutiny, no one can say for sure.

Might not be the court that's the problem.

Could be the people and/or lawyers handling the probate.
