Who would be at fault if driver 1 runs a red stop light causing driver 2 to strike driver 1? But driver 2 does not have a drivers license? Would driver 1 insurance company be able to not have to pay for driver 2 vehicle because he did not have a drivers license at all but does have insurance on vehicle.

Driving without a license, you can't obtain insurance on your vehicle.

If you drive your mother's car without a valid drivers license, but mom has insured her car, the insurer won't compensate anyone you injure or repair any damage you caused to mother's car.

The same no compensation result would apply if the other driver were unlicensed and damaged mother's car.

In your scenario, you should carry both UNINSURED and UNDERINSURED coverage on your auto insurance policy. If you do, you'd be compensated, assuming you had damages resulting from the collision.
