I am purchasing a home from an estate. The inspection shows the air conditioning system needs to be replaced. It trips the main circuit breaker and does not meet state code. Who pays for this?

It depends upon any agreements or contracts (and notes in the purchase contract).



I'm guessing you'll be stuck fixing the junk in the dilapidated shack you were tricked into buying. I could be wrong. It doesn't matter to me. It matters to you.

Read all contracts and agreements attendendant to the sale. Your answer is buried in one of those documents.
 
It sounds like it hasn't been bought yet.
Make sure that repair of the AC is a condition of the sale that the seller is responsible for, and verify the repair before you finalize anything.
