When does it become stoppable?

Just recently I was approached by the Campus President and was told that she needed to speak with me. The discussion was as follows: I just want you to know that you are under investigation regarding something you had said about another employee that doesn't work here anymore. I asked what was said. I was told, "I can't tell you", I then asked who is my accuser?, I was told," I can't tell you that either", however if you do any type retaliation, that would make grounds for termination. I was then told that I need to watch my back.
Ok, where does this go? It seems the intent was to create an egg shell environment for the individual to work in, Fear, intimidation. All ratings, achievements for the company are either within the Companies expectations, or exceed them.
