I want to sue someone in small claims court (I live in New York, in Brooklyn). He owes me $2,700 but with other stuff it could amount to about $3,147. Can I sue in small claims court? I think the limit is only $3,000. Does this mean I have to go to another court?

No. I did it. You can say whatever you want but the maximum amount you'll get is $3,000. It's probably better in small claims because filing in other courts cost money and also will take a lot more time. Small claims is 123 and it's over.

Also you should know that the defendant has to be located within one of the 5 boroughs of New York City.
