Entry on docket states ;Hand delivered subpoena" n next to that phrase it states
"Restricted Participant" what does this mean in Pa criminal court..

Why not Google, Bing, or Yahoo the information that stumps you.
It has nothing to do with the criminal code, per se, it's simply some form of court reporting and tracking shorthand.

A call to the court clerk might also provide you with a specific answer.

My GUESS is its simply communicating that someone was served personally, and not by mail, or "tack and run".

The hearing seems reminiscent of a juvenile related matter, or one concerned with someone's mental or emotional stability or capacity.
