we need help with a parental abduction

I am hoping someone can help us, please. I am writing this for my son, whose Filipino wife abducted their 2 1/2 year old son 2 mos. ago, and went back to the philippines. She is in Manilla right now. We have filed emergency temporary custody papers in their home state of Md., and emailed them to her. She is ordered to return him to his home state. But since the Philippines is not a member of the Hague treaty, we have no recourse there, and there is not much we can do. We have pleaded with her and her family to return him, but with no success. Christmas was such a nightmare for the whole family. Does anyone know of any other avenues we can pursue to get her to return him. My son is devastated, and feels so helpless. Anyone? There is not much you can do once out of US soil.......Just try to be nice with her and go visit. You might be able to work something out.
