I'm on maternity leave and my employer pays 60 percent for 6 weeks. I am aloud to take 12 weeks off. Can my employer force me to use my own vacation time for the remaining time off, or can I choose to not get paid.

Yes, the employer can force you to use your vacation time.

Barring a legally enforceable contract or CBA which expressly and in so many words prohibits your employer from forcing the use of vacation, yes, your employer may require that you use vacation for this time.
