Utility bill responsibility during tenants switch

1.Who is responsible for a utilities connection fee ?
2.Who is responsible for utilities bill after tenant move-out but still under term of the lease?

I just received January statement with electric bill from management Co. .
Here is what's happened.
Old Tenant move-out end of last year.(12/?/2009)
The tenant s lease term ends in March.
He paid January rent (~1/10/2010)before new tenant(1/11~/2010).
My management Co. connect the electricity,
There is a charge of$ 25 connection fee on 12/31/2009
There is a charge from 1/04-1/10=$38.31 (Probably during management Co. unauthorized repairs)

Ultimately, the property owner. You might have a right of recourse to your tenant.

The tenant is previous one, right!?
So, since the agents suppose to do the job,
what is the agent's responsibility here? Nothing??
Can Landlord /Principal charge from agents for loss?
I find Tenant-Landlord Law….but,
is there Management Agents Law?
 
There is not going to be a law for everything. Your contract with the property manager should contain what their responsibility is.
