You know what they mean.
No, you can't be forced to return the papers.
You can, however, be made to regret the fact that you didn't send them in to the state.

Not sending them in won't help you.
The state KNOWS you didn't have coverage.
You should begin rectifying your mistake.
You need to get insurance coverage.

Then you need to start saving your money.
Someone is going to be suing you.
The person who's car was damaged.
If the accident wasn't your fault, the state is going to heavily fine you.
You're probably going to lose your diving privileges.

Hire a lawyer.
You're going to need one.
Don't ignore this stuff.
It won't just go away.
Ignoring it will only make it worse!

I said earlier that i do not have full coverage i have (liability only) on the vehicle that was in the accident. So i do have insurance. I will be sending the papers in. However i was wondering the reasons why i had to turn them in the police did not ticket me.

YOu need to turn them in because your state likely has a law that requires it.

Here in California I believe if the total value of damage from an accident exceeds $700 it must be reported to DMV... doesn't take much to get to $700.

You weren't cited, but the information about the accident may still reach DMV through a police report or through the other person's insurance company.
