Title Transfer Never Completed

A few months ago I sold a car to a friend of mine but he did not give me the full amount (promising to make payments). I filed the release of liability paperwork but the title transfer was never completed on his end. He was recently incarcerated and won't be getting out any time soon. I still have the spare set of keys and I know where the car is... So my question is who does the car legally belong to? Can I just go pick it up and sell it to someone else? Or would that be considered stealing it?
 
What would you want done, if you we're in his position?
You sold the car.
You can complete the paperwork, forget the remainder, and send the extra set if keys to his designated person.
Otherwise, you can waste time suing him for the balance you believe he owes.

Another option is to refund him the money he paid, and try to get the car back.
Whatever you do, the RIGHT thing to do is come to an agreement with him.
Then follow through and make sure you do as you both have agreed.
