I am 21 When I was a 11 a cop arrested me then slamed my face into a brick wall what can I do and when I was 14 I was illegaly kicked out of school what can I do

You could have done nothing, because as a minor you were a legal incompetent. If any rights existed, they were (and remain) vested in your parents.

There is no action for you to take. Your parents needed to take action years ago.

It may not be illegal for police to say such things, but it may be unprofessional.
If you have a complaint (a recent one) about a specific officer then there is a formal process to have that complaint addressed. Look in to filing a written complaint with the department. Otherwise let it go.
