Can an 18 year old junior in highschool move and enroll in high school in Texas when parents do not agree?

That would be up to the high school. Call and ask before you make a move. There may be some internal restrictions on changing schools.

You can live in any state in the country.
In Texas, our constitution mandates all people under the age of 21 can attend school to receive a "free and appropriate public funded education".
You are certainly free to approach the school district in question and apply to enroll in one of their high schools.
However, why bother?
You can simply get your GED for free all across this nation, too.
A GED will serve the same purpose as a GED.
So, tell us, why do you believe you need to enroll in a high school at age 18?
