terminating parental rights

How do I go about termanating my parental rights? If I write a letter and have it notarized will the be legally binding???

No it is much more complicated than that. Its a court process that takes time. Furthermore does the other parent have a current spouse of over one year marriage willing to adopt?

Why do you think you can do this? It is not that easy. You made the child, you must support it. Unless the mother is remarried and she petitions the court to do this, you can't do it.
