I would like to know in complete details the taser laws because I get conflicting information on it. One says it's ok to have then a cop is talking about offensive weapons law or whatever. Please let me know if I have a right under the second amendment to protect myself.

The second amendment says nothing about you protecting yourself.
It does protect a person's right to own and bear firearms.

PA Law on stun guns = tasers:

In Pennsylvania, most people may purchase, possess (openly or concealed), or use a stun gun for self defense without obtaining a permit.
However, you may not purchase, possess, or use a stun gun if you are in a certain class (convicted felons, fugitives from justivce, juvenile delinquents, parole or probation absconders, etc.) who are not allowed to possess firearms in Pennsylvania.

As far as tasers in PA, here you go.
Be smart, don't argue the law on the street with any police officer.
You might prevail in court six months after the encounter, you'll never prevail on the street.

While it may be legal to carry a taser, make sure you understand the law regarding its use. Just like a firearm, if you use it under the wrong circumstances you can find yourself facing criminal charges as well as a civil suit.
