suspected blackmail to go to hospital

When a patient is asked to sign over his medical records and refuses to sign then a hospital goes against patients will and transfers patients records to another hospital with no signature and refusal can the hospital that sent the records against patients will be held liable?

Once at the hospital, the doctor tells the patient "if you sign this form that voluntarily admits you, we can move you to a better unit". knowing the patient refused to sign anything at the previous hospital then was transferred to the new hospital the doctor emphasized signing voluntarily would make hospitalization go quicker and easier and only if he signed the form they would move patient to a better unit/floor. however when family spoke with the patient over the phone his speech was slow and a little sluggish, concerned patient was medicated and intimidated to sign form. how could we get a urinalysis or blood draw to prove what drugs might be in patients system? family feels as if patient is being drugged ...plus this patient has major cardiac problems too. can there be any legal action taken? if so where to start?
