Owner of land(llc) has dam that is not working properly and has caused 3 neighboring homeowners property to flood. This has been since January 5. The owner of the dam refuses to make repairs and has put property up for sale. Can the homeowners place liens on the property until a settlement or judgement is reached?

Under what authority can YOU (or other private persons, that includes corporations) put a lien on the property of another?

Yeah, yeah, yeah, I know there are tax liens, mechanics liens, or workers/contractors liens; forget about those.
What statutory authority do you possess which would allow you to place a lien against the property of another?
You have NONE.
What you can do, if you believe you were harmed by another person, file a lawsuit.

If you file a lawsuit against the owner, it does not give you the right to dispute his ownership or lien his property. Getting a valid land survey proving his lot markings are invalid can cause him a hairball in selling if handled correctly. That can tie up any sales until you get a judgment, then you must get a court to lien the property to satisfy your judgment.
