Other Immigration Law Submitting I-130s and I-485s simultaneously for mother and daughter

Was wondering if it was possible to submit the I-130s and I-485s for my husband's mother and sister at the same time.

He recently got his US citizenship and after his father passed away he wanted to bring them here to take care of the family. I know his mother is an immediate relative so she will get her visa number right away but I am worried about his sister. She was born on 12/09/1988 so I THINK she is under the 21 year old and unmarried dependent status. I just can't find the part in the instructions that says she doesnt have to wait for a visa number because it looks like all OTHER relatives have to wait.

I dont want to waste the money for the I-485 if it is going to get rejected but I would preferrably like to keep the applications together.

Please help!

You can file both at thesame time.........There is no problem with that. Processing times may differ but is normal in such cases.
