So I was pulled over and popped for simple possession. My question is if the officer that pulled me over. Was not the officer that wrote the ticket. The cop that wrote the ticket showed up after I was pulled over. Is that proper procedure

That's your right.
It has never worked, insofar as I've observed.
A better defense is not to engage in breaking their laws.
THEY get pissed when people break THEIR laws.

Nothing wrong with that. A ticket is just notice, not prosecution. You can bet that the first cop will be at your trial to testify.
