signing over parental rights

My jurisdiction is: Washington

My husband and I got married in 2003 and in 2005 we separated and just recently reconciled. In the time we were separated I had a child with another man who has not played any part in my sons life.. He's not on his birth certificate and I never filed for child support because I didn't want him to change his mind and figure if he's paying for him he should get to take him.. I just don't want him to know a father that doesn't want him. Anyway my husband wants to be named on his birth certificate and wants to be his legal parent. If anything were to ever happen to me I don't want his biological father to request a paternity test and have my son taken away from his family so I would like to have him sign over any parental rights, so my question is since he's not on the birth certificate what exactly do I have to do?
