Signing over parental rights!

Recently my childs biological father has received forms of paper saying that he has to hold insurance on my child. He is not capable of holding down a job and yes she is on arkids 1st. they are saying that everychild who has a parent who has insurance avaibable at work must carry the insurance because the state of arkansas in running out of money where the insurance is concerned. he may have a job that has insurance but he doesn't keep it very long and then my child is without insurance and has certain medical problems that needs special care each month. MY QUESTION IS THAT CAN HE STILL SIGN OVER HIS PARENTAL RIGHTS AND STILL HAVE TO PAY CHILD SUPPORT? AND DOES THERE HAVE TO BE AN ADOPTION IN THE PROCESS IF HE DOES SIGN HER OVER? I KNOW IF SOMEONE ADOPTS THERE'S NO CHILD SUPPORT BUT IF HE COULD JUST SIGN OVER HIS PARENTAL RIGHTS AND STILL PAY CHILD SUPPORT THAT'S FIN. COULD YOU PLEASE HELP ME ANSWER THESE QUESTIONS I HAVE TIL DECEMBER23,2008 TO MAKE A DECISION IF I WANT TO CLOSE A CHILD SUPPORT CASE TO KEEP MY CHILD ON ARKIDS.
 
From your post, there is no reason to believe that he will be allowed to terminate his rights. Did someone tell you that he can terminate?

If it is possible, and I doubt it, he would probably still be responsible for child support. He would probably also be responsible for medical insurance. So, I don't know how TPR would help you.

You may be able to modify your child support order to include payments for private insurance for your child instead of relying on insurance through his employer.
 
You cannot terminate his rights unless you are remarried and your husband adopts.

You cannot expect him to have no parental rights and pay child support. So if he is not paying child support or carrying insurance then file contempt but that has nothing to do with his parental rigths,
