Sibling Visitation

My jurisdiction is: CA

I'm trying to find out what the sibling visitation rights are in San Diego, CA. My 16 year old daughter is being denied visitations to her 3 year old half-sister by her former step-mother. Her father was recently incarcerated and is now in the process of a divorce from his second wife. My daughter has not only lost her father but now her sister as well, whom she was extremely close to. Emotionally she is devastated. Is there anything I can do to obtain mandated visitations for her?
 
There isn't much she can do until dad gets out of prison/jail at which time she can visit her sister when dad has parenting time. Legally, there's very little precedent, if any, for a sibling's desires to supersede a parents.

Have you tried appealing to the three year old's mom, mother to mother? Or maybe your daughter could write a nice note to the childs mother requesting a visit. Is the mom worried about the visit for any particular reason?
 
Unfortunately siblings have no rights to visitation. WEither you or Dad is going to have to see an attorney and see if the courts will award visits but since both are a minor, it is unlikely.
 
i am by no means a lawyer so take this for what it is /// find out what the visitation laws are in ca as well as what rights ur daughter may have// in nc a lawyer friend of mine told me that my children have more rights to thier siblings than i do as thier mother.
 
Thanks for the responses. In regards to the question about apealling to the 3 yr olds Mom, believe me I have tried. She is so angry right now that she's willing to really hurt my daughter just to get back at the Dad. I was hoping there was a way to incorportate visitations into the divorce settlement, but that doesn't look particularly hopeful right now either. It's a shame that bitter, unreasonable people can be allowed to have such control over another person's life. Thanks again for the help.
