I want custody of my younger sister but......

Jurisdiction/Place: USA - Washington

My mother passed away recently. I turned twenty 4 days before she passed. My 14 year old sister wanted to live with me and her somewhat estranged father agreed to it. I am young and have no guide. I did not know the importance of getting on the ball with dshs and the social security office.
The estranged dad has refused to just sign over his parental rights to me now. He says he doesn't want to because he doesn't want people coming after him for money. He has given me 450 dollars in the 3 months since my mother passed and I am getting a second job to make sure all my bills are paid.
I found out yesterday that estranged dad has been getting food stamps and social security money for my sister this whole time. The woman at the social security office says that she has called me multiple times and that I haven't returned her phone calls and that says something about my character. I honestly have only recieved one call from her and at the time I still couldn't wrap my head around the fact my mom was gone let alone try to sort all this out. I don't know what to do. I told the social security office my side of the story and it's like they don't want to hear it. I am not the one cheating the system here! We're just trying to survive!
 
Cora, I just don't know what to tell you. You may not be able to save your sister. Try whatever you think will work. I'm sorry to be so general but I don't know what else to say. You need someone to do probono work for you. Try legal aide.
