18. The child does not get to decide not to visit. The only state I know that allows this is GA, and then childs support can be reduced to reflect lack of co-parenting by the CP.

Otherwise unless you can work something out with Dad, the child has to visit.
 
Why does child not want to see other parent? That in itself is a concern. Is there abuse? Is there an alienation of affection taking place by other parent?
 
the father has not been in the childs life since birth
he recently found out through others that the child has potential to be very successful.
 
In PA, a child can be 14 and refuse to visit another parent, especially if that parent has not shown interest in the child. You may want to get the child in therapy to find out why they do not want to visit the other parent, and get support if possible from the therapist.
