Required to be at work, but no pay.

Take this situation.

A person is required to be at work at a restaurant and stay for 1-2 hours in case they need an extra person on staff. The position is called a 'plus 1' and while waiting there they don't get paid. Is this legal? I mean your required to be at work. If you don't show you get fired, but your not getting paid. Shouldn't you be required to get minimum wage?
 
Assuming that the employee is non-exempt and that they are required to be on the restaurant premises, yes, they should.

If they can go about their own business while holding a pager or cell phone and only come in if they are called, then no, they do not have to be paid for that.
