The other night a board from an adjacent building that has roof repairs being made crashed through my window in the middle of the night showering me in glass and causing personal trauma. The damage was reported immediately and then again the following morning. NO repair has been made after three days. Do I have any case of seeking damages for negligence by the renter or the people responsible for the roof repairs. Also do I have any right to withhold rent or reduce rent for negligence.

No, you have no right to withhold your rent while awaiting repairs.
I suggest you work with your landlord to obtain repairs.

Try to avoid going to court.
