Relative Foster Requiements

My girlfriends sister's kids were taken away by the CPS for suspicion of abuse by her boyfriend. There are 3 children ages 9, 2 and 7 months. They are currently with a foster family and my girlfriend wants to foster the 2 year old. We were told by the social worker that it had to go through the courts and we had to pass certain requirements, licensing etc...The social worker called the other day and siad we could take the child now. When asked about the requirements he said that he would do it later. I am not ready for this responsibility financially or with the home. He said that we would get $500 within 4 to 6 weeks. Is this legal? This is in the state of Hawaii.
 
I am really surprised that they are splitting up the siblings, and that you guys obviously cannot afford this child, so generally you would not get approved. I think you need to rethink the relationship if you do not want a 2 yr old there, its a huge financial and emotional responsibility. You also have to prove you can afford the child and are not dependent on the foster income.

Why is the social worker so eager to hand the cihld over? Perhaps the child is betteroff where they are.
 
I'm really not sure. i don't know what to do. We can't just throw the child into the system. I want to know if this is legal? Nothing has been done at all on the social workers side for assessing our home, finances, charcter references or anything. Now he's saying that PATCH will kick in another $300 for child care and we can get WIC assistance.
