Recourse against township

Just wondering what recourse I have against a township that cut down a mulberry tree in my yard, mulched it and hauled it away. According to Ohio Revised Code they have to give notice that the tree is dangerous and/or impeding traffic and/or a complaint about the tree was made. Then, if we don't do anything about it, they can cut it down. The tree wasn't dangerous and we never received any notice. Now I have to replace a 10 year old tree and fix the damage done to my yard. Can they be held responsible?
