A company mananger has decided that employees that in his opinion are too soft on sub-contractors will be, in front of all employees, denounced as a whimp, and awarded a pink hard hat (we are in construction) which the employee will have to wear on the job for one week. Is this legal?

It's not exactly an effective motivational tool 
but it's legal. No laws require the boss to be a nice guy or know how to properly manage employees.
If he does this, I can only suggest the crew have some fun with it. How about everyone wearing pink hard hats the first time someone is required to wear it? Among other things, that will result in nobody feeling singled out and embarassed.
