I have been issued a temporary provisional order stating that my parenting time for my two children must remain in the state of Indiana, with an 3 county radius. My question is, can this temporary provisional order be appealed? It has been going on for four months now.

It can be appealed. Get a lawyer and request another hearing. No guarantee that it will be changed. It was put in the temporary orders for a reason.

Agree to getting a lawyer - this is something that will have to be handled through the court system.

You can do it an easier way.
You don't have to be a parent.
You can go anywhere you want, and let him or her parent the kids.
But, you'll be stuck for some child support.
Nevertheless, you'll be free to flee.
