Proactive Violation of Custody Agreement

My ex is saying that he won't return my son as per the custody agreement over the holidays (should be returned on the 29th, but he won't return him until the 31st). He is also taking him to another state, so it would not be feasible for me to go and get him. We have joint custody, but holidays are (painfully) detailed in the custody agreement.
What are my rights? Is he allowed to just thumb his nose at the agreement when it suits him? How can I stop him from doing this, so that I can make plans over the holidays with my son too?
 
All you can do is file contempt of court. I am not sure what you can do to actually get him back in time. I would see an attorney, ask the attorney if you can motion to have ex pay our legal fees. If this is specifically spelled out in the decree then a court may not be too happy with him.
