Private company towing from public street.

I was parked on a public street in chicago, in front of a building site. There was a fence right at the curb, on this fence there was a hand written sign stating no parking and an hourly time window (eg 6am-8pm). There where no dates. My car was parked with all four wheels on the black Tarmac.

My car was towed on a Sunday (no building site activity ) by a private towing company. I had to pay 200+ $ fine. Regulation states that no private towing company can tow from a public street. City states I cannot be granted a hearing as no city towing had occurred. Commerce commision has not replied. Can and should I sue In small claims court?

Can and should I sue In small claims court?

Yes, you may bring suit in small claims in an effort to seek redress to the tune of two hundred odd buckeroos.
