Plumbing Problem

We are operating a business and the building that we are renting had a water leak. Our landlord refused to help us out. After having the city shut off the water, have a plumber pull permits, fix the problem and then have the city inspector certify the work, we are back in business. Is this considered breach of contract and can we break our lease?
