My husband has sole physical and legal custody of his daughter, I have been raising her for the last 5 years, her mother
has not seen her in over 3 years and has not paid any child support since my husband gained custody. Do I have a say in
court and if so, how can she have her child support lowered when she owes over 25,000 dollars. My step daughters mother
has requested that her child support be lowered.

You are what is often called a "legal stranger" to child. You have no say so in any matter regarding child. Now if your husbands Attorney feels you have statements you can give that would benefit your husbands case then it sup to your husbands Attorney to discuss this input and how it would presented in court. However your husband has sole custody and Mom has not been part of child's life for quite some time what is issue? Are you trying to adopt?

If your issue is the request by child's Mother for child support to be lowered, that will be decided in court/by judge after a review of all information.
