i am a mother of 2 daughters 3 and 4 years , the father and i were never married. we split up . he is negligent with the kids when they are with him - and i am concerned to the point where i do not want them to go to him anymore. can i do this?

Your post is rather vague.

What state are you in?
Is there a court order for custody or visitation?
Define "negligent"?
Has CPS been involved?
 
Short answr-NO. The legal standard parenting is LOW and you have to have proof he is neglegent and the kids are in danger. Just because you do not like the way he parents does not mean you have any case at all. You cannot withhold visits otherwise you are in contempt. If you have concerns that need to be address talked to him, or file a motion in court.
