Parental termination 2 different states

I am writing in reference to my husband. We live in Colorado. He has a three year old daughter that lives in Missouri with her mother and step father. My husband wants to sign over parental rights because he knows its not fair that we live in Colorado and they live in Missouri to continue. The child was conceived through a one night stand which was irresponsible on both parties and paternity has actually never been established for sure. My husband has no plans of moving back to Missouri anytime in the future and wants the child to have a good life whether he is the father or not. The child has a step father that loves her and takes very good care of and we are sure he will be willing to adopt. We just dont know what steps to take. Do we seek help in Colorado where we live and see what they tell us to do, or Talk to someone in Missouri where the child lives. We have lived in Colorado for almost a year so no contact with the child has been made since that time. He is not a dead beat dad and is just trying to do what is best for the child. To be in a stable home with two parents that love her.
 
If the step father is willing to adopt then you would need to see an attorney to prcoeed with ternination of rights and adoption. If nobody objects then it should be able to find an attorney willing to do it for a reasonable cost.
